I would say that the whole essay would be worth 5 points total or 6 points if you include labeling. One point for the first two then a point for describing Interest groups,Political parties and The bureaucracy. This totals 5 points and add one for labeling that is 6.
I also agree that there would be six points. Parts a and b would both be worth one point and then in part c you would get a point for talking about interest groups, political parties, and the bureaucracy. Also the labeling is worth a point too so I completely agree.

I think there are 6 points as well with labeling, parts a and b each worth 1, and then part c worth 3 points.
You could make a and b each 2 but I don't see how you would decifer between each point, so I say 6 it is.
6 points. A/B=1pt. C= 1pt for intrest groups, 1pt for political parites, 1pt for bureacracy (total of 3pt for C). Labeling=1pt
One point would be awarded for part A and one point for part B. Part C would be worth 3 points. Since the entire essay is about congressional standing committees, I think it is also important to define this term for an additional point. With labeling counting as another point, the entire essay would be worth 7 points.
Please think about this like it is an AP Exam response. Which is a more sound conclusion: a point for labeling or a point for defining what a standing committee is?
Rule of thumb: define those terms that are not usually used outside of government and politics. GSL!
BTW: would you discuss the cozy triangle?

Three points for describing each of the points in the cozy triangle.
And labeling would top it all off for one last point.
I would say one point for labels, two points for part a (define congressional standing committees, and a basic function), one point for part b, and three points for part c ( interest group, political parties, and bureaucracy examples). That would be a total of 7 points.
A has one point. B has one point. And C has three points and the cozy triangle should be mentioned. AP exams do not give bonus points for labeling so my total comes to 5. However, this is too low so each part descibed above is probably double the value meaning 10 points.
6 points. and maybe an extra one if you sang the triangle song...
I believe that there would be 7 points. Six for the content: one point each for parts a and b, and 4 for part c, explaining the effect of those three areas individually and how they are related (cozy triangle). Depending on if this is an official "point" I would also add a point for labeling.
